The Community North Entrance Area URD would be a 160-acre tax increment finance district. The district is primarily zoned as C-3-N (Community Entrance North) and P-1 (Public Use) that includes the high school. This area was selected to assist with infrastructure improvements, upgrades to existing buildings, enhance multimodal transportation and walkability, and address affordable and workforce housing development. As a Tax Increment Finance District, we aim to increase the taxable value of the area to provide a more robust tax base for the entire community.

DESCRIPTION OF AREA BOUNDARY

Approximately 30 acres are located west of Hauser Avenue North extending to Lazy M and north of 3rd Street. About 25 acres are located on the west side of Broadway Avenue North and east of North Willard Avenue, extending north to lot S22 T07 S, R20 E, C.O.S. 1291 4TH AM RB (two lots north of Red Lodge Ales at 1445 Broadway Avenue North). East of North Broadway Avenue, the area extends to the city boundary and south to 3rd Street. Approximately 45 out of 105 acres of this includes property north of Bonner Avenue and 3rd Street, as well as north of Cooper Avenue and 2nd Street. An additional 60 out of the 105 acres includes properties west and south of the City boundary, as well as north of 5th Street East following the boundary of Red Lodge High School to 2nd Street East.

Urban renewal plan

The purpose of the plan is to outline the types of projects that may be undertaken to address the conditions of blight found in the area. The plan will highlight how projects align with the Red Lodge Growth Policy and other guiding management plans. 

WHAT IS THE PUBLIC'S ROLE RIGHT NOW?

This stage of redevelopment is focused on whether City Council should create an Urban Renewal District to address the barriers to potential development in the proposed area.

Throughout the process we are looking to the public to become familiar with the information presented, share with those who are interested in learning more, reach out to City staff with questions and concerns, and finally provide their input to the City Council on whether the URD should be available as a tool to redevelop this area.
